Unemployment (NJ EB EXTENSION,110% CRITERIA)?

Gov. Christie has since signed into law an extension of the EB program,because they expanded from 2 to 3 years,the data from which the criteria is devised. My question is, how long will it last? Just through the end of 2011? Also, is the 100% based on an average of the months in question from 2008,2009,2010 - or just 2008? Thank you!
