White stuff on the bottom if my fig newton cookies?

Is it flour or mould? I opened a package of Christies fig newton cookies, ate two then I noticed the white stuff on the bottom of the cookies.... It's hard to tell if it's mould or flour. What do you think? Will I get sick if it's mould? The best before date was 11aug15.
